At approx 8:56pm dispatch answered six calls to send police and fire to Seven Hills School A missing student was found inside a van. At 9pm- determined Plush had died. @WCPO

Chief Isaac: 911 center was located at a temporary location the day this call happened. No system-wide failures of the phone or radio systems, CAD system had connection problems between temp location and permanent location were servers are. 12 operators had CAD problems that day

Isaac: there were many human and environmental factors. Telephone system received, processed and recorded all of the audio from the call, however it doesn't mean the call taker was able to hear audio clearly. @WCPO

Kyle's aunt points out Kyle's voice mail isn't generic. it says "hi this is Kyle." 911 operator got that voice mail greeting at 3:17, 3 minutes after Kyle's first call, which got disconnected. 911 operators and officers still assumed they were looking for a woman. @WCPO
