Chief Isaac: 3:14pm Plush makes first call to 911. @wcpo On that initial call, Kyle is heard saying "Seven Hills" (that's his school). Audio is poor quality. Operator didn't know what he meant. Plush's phone disconnected at 3:17pm

Chief Isaac: Address came back as Seven Hills school. One of the operators knew about the second hand store on campus. That's the address entered into the CAD. The entire time Plush is trapped in his van people are coming and going in their vehicles around him. @WCPO

Officers Brian Brazile and Edsel Osborn were dispatched to the scene at 3:21pm. Dispatchers told officers they heard someone stating, "Help me, I'm stuck inside my van." @WCPO

Important to also note that 911 operators initially thought the person calling for help, trapped in van was a female. We listened to call. Operator never asked Plush for his name, so female was assumption. Location of retail store was also an assumption. @wcpo

Operator who answered Plush's 911 call thought it was a silent call, said she couldn't hear anything, so she initiated a hearing impaired call. Operator said she also experienced CAD problems (map not showing up). @WCPO

Isaac: At 3:34- Plush called 911 again. Dispatcher Amber Smith said she did not hear any communication for the entirety of the call and attemped to initiate "Phase II" to ID Plush's location. Said she was experiencing CAD difficulties. @WCPO

A Deputy Allen, who was also on scene, called dispatch asking if there was any more information regarding the incident. Told dispatch he checked the area and found nothing, but said they would continue to search @WCPO

Chief Isaac: 3:38p Hamilton County Sheriff's Deputy on traffic duty at school calls 911 dispatch for more info. Deputy talked to officers and said they didn't find anything. Deputy also talked to school who told him no students were missing. @WCPO

Chief Isaac: Officers who responded arrived within 3 minutes, activated body camera, thought they were looking for a female in a van, never got out of cruiser because they say they had a log of ground to cover and could look out of both sides of car. On scene for 14 minutes @wcpo

Isaac: Officers arrived within three minutes after dispatched. Did activate body cameras. Were given limited information. Officers did not leave their cars; said there was a lot of ground to cover. @WCPO

Isaac: Officers relayed info to Ham Co Sheriff. Video and CAD confirmed they were on scene for 14 minutes. Officers deactivated body cams after being on scene for three minutes. @WCPO
